RVA Retained by the City of St. Thomas for Highbury Avenue Expansion

RVA was retained by the City of St. Thomas to design and support the widening of Highbury Avenue between Ron McNeil Line and Highway 3/Centennial Avenue. The project includes three multi-lane roundabouts, two signalized intersections, and supporting municipal infrastructure improvements.

The expansion comes because of the new Volkswagen Electric Vehicle Battery Plant development in St. Thomas, which is expected to create thousands of jobs and drive significant industrial growth within the region.

Construction of the Highway 3/Highbury Avenue roundabout includes multiple stages to maintain traffic flow and minimize disruptions, with contractors utilizing 24/7 operations and multiple crews to accelerate delivery. Ron McNeil Line and Highbury Avenue was a signalized intersection that was also converted into a two-lane roundabout promoting free flowing traffic at the North end of St Thomas.

Furthermore, The T-intersection that marked the end of Highbury Avenue was replaced with a two-lane roundabout and a new section of road was installed to optimize traffic flow to highway 3.

At the intersection of Highway 3 and Centennial Avenue, RVA installed a 3-legged roundabout connecting Highway 3 to the new corridor to Highbury Avenue. The fourth leg of the roundabout was added later by another City project.
