Shawn N. Scott, P.Eng.
President and CEO
Shawn Scott is President and CEO of the firm. Over the past 25 years, he has developed a proven record of operational leadership, strategy development, customer service, team building, financial management, and relationship management.
Shawn joined RVA in 1990 as a student, and was appointed an Associate of the firm in 1996. Since then, he has held positions as both Assistant Manager and Regional Manager of the Sudbury office, and was appointed an Associate Director of the firm in 2007. He was appointed Vice President of Regional Operations in 2009.
Through this experience, he has been involved in many of the firm’s marquee projects, such as the City of Greater Sudbury’s $62-million biosolids management facility and the City of Moncton’s $42-million Tower Road Dam and Reservoir.
Shawn is on the Board of Directors for Health Sciences North, and is past director of the North Eastern Ontario Water Works Association.
Kenneth (Ken) W. Campbell, P.Eng.
Chair of the Board of Directors
Ken Campbell is a Principal and Officer of the firm with over 35 years of experience in environmental engineering. His primary focus has been on planning, design and management of water supply infrastructure, including Municipal Class Environmental Assessments, and preliminary and final design of water treatment plants, pumping stations, reservoirs, and distribution systems.
Ken received his Bachelor in Applied Science (Civil Engineering) from the University of Toronto in 1982, and joined the firm in 1984. He was appointed an Associate in 1989, Associate Director in 1997, Principal in 2002, and Vice President in 2004.
Vincent (Vince) Nazareth, P.Eng.
Vince Nazareth is a Principal of the firm and Manager of Municipal Wastewater. He has over 35 years of experience in wastewater engineering. His background includes project management, planning, studies, environmental assessments, design, contract administration, and commissioning, as well as the preparation and delivery of training programs and the development of operations manuals for wastewater facilities.
Vince’s international experience includes water and wastewater projects in Africa, Asia, and Europe, including multiple large-scale projects in Mumbai, India, such as the $1 billion Mumbai Sewage Disposal Project. Vince brings special expertise in biosolids management, including technology evaluation, public consultation, design, and implementation.
Peter Langan, P.Eng., FCSCE
Peter Langan is a Principal of the firm and Manager of Urban Development. He has over 25 years of experience in municipal, urban development, environmental, and transportation engineering.
Peter’s contributions to the engineering community include acting as Chairperson for the Toronto Section of the Canadian Society for Civil Engineering (CSCE), as well as past Vice President of CSCE’s Ontario Region. Peter was made a Fellow of CSCE in 2007.
Zoran Filinov, P.Eng.
Zoran Filinov is a Vice President of the firm. He has over 30 years of experience in project management, planning, design, and construction supervision of water, wastewater, and municipal projects.
His experience includes a wide variety of treatment, pumping, storage, and distribution projects for both the public and private sectors. He has been involved in many of RVA’s marquee projects, including City of Brantford’s $51 M Holmedale WTP expansion; Town of Smiths Falls’ new $26 M WTP; and Durham Region’s $20 M Newcastle WTP expansion.
John Does, P.Eng., PMP
John Does is a Principal of the firm and Manager of Transportation. He has over 30 years of experience in transportation and municipal engineering. He specializes in the design and construction of transportation and municipal infrastructure, including new and rehabilitated transportation structures, roads and highways, and railway and transit facilities.
John received his Bachelor of Civil Engineering from Lakehead University in 1987 and joined RVA that year. Since then, he has led many of the firm’s major transportation projects, including award-winning projects for Halton Region, Metrolinx and York Region.
David Evans, P.Eng.
David Evans is a Principal of the firm and Regional Manager of the London office. He has over 25 years of experience in water, wastewater and municipal engineering. He has overseen many water and wastewater projects, including City of London’s ash handling upgrade, dewatering upgrade and clarifier upgrade at the Greenway Wastewater Treatment Plant, as well as a variety of projects for regional clients.
Raymond (Ray) L. Alarie, P.Eng., ICD.D
Raymond Alarie is an Independent Director of the Board. He brings 39 years of experience as a Corporate Director for engineering companies. He was the founder and CEO of Paragon Engineering Limited from its inception in 1979 until its acquisition by Stantec in 1997. He served Stantec in senior executive capacities until his retirement in 2006, contributing to Stantec’s quadrupling of size over that period.
Francesca (Fran) M. Willoughby, GPC.D
Francesca Willoughby is a Principal and Officer of the firm and Secretary to the Board. Fran graduated from Seneca College in 1988 with a Legal Assistant Diploma and holds a Corporate Law Certificate from the Institute of Law Clerks of Ontario.
She has over 20 years of experience in corporate services and administrative management functions. Fran is responsible for the firm’s corporate legal, administrative, and personnel functions. Fran joined RVA in 1998 and was appointed an Associate of the firm in 2005 and a shareholder in 2006.
