R.V. Anderson Associates Limited was engaged by Lakefront Utility Services Inc. to conduct a Risk and Criticality Assessment of the water supply system for the Town of Cobourg. The water supply system consisted of a water treatment plant, two elevated water storage tanks, and a booster pumping station. Also included were the primary connections of the water treatment plant to the distribution system.
A systematic potential problem analysis was performed on the critical assets in the water supply system. Significant failure modes and consequences of the failures were identified. A numerical risk rating was assigned to each failure scenario based on probabilities of occurrence and severity of consequences. Risk mitigation measures were recommended together with preliminary cost estimates and priority ratings for implementation of the measures.
