R.V. Anderson Associates Limited (RVA) provided engineering services for the Class Environmental Assessment and preliminary design for the widening of Elgin Mills Road from Bayview Avenue to Woodbine Avenue, a total of 4 kilometres. The study also recommended a new full movement interchange with Highway 404. Extensive discussions were held with the Ministry of Transportation, Towns of Markham and Richmond Hill regarding the interchange location and other preliminary design issues. RVA obtained TRCA approval on measures to mitigate impacts to the Rouge River due to the interchange ramps. The Ministry of Transportation accepted our recommendation that the existing bridge over Highway 404 be removed in one night, with highway traffic detoured to the ramps of the new interchange. This would avoid significant costs of constructing a new detour alignment of Highway 404 around the bridge site. Two public information centres were also held to obtain input from the public. All issues relating to the road improvements were addressed during the study process.
